@Kratos Yes the stats cancel each other out even though on some old versions it was possible to get twice the same effects.
Reward players who play more and not who are more lucky
Change enchant rates (example for VC, Drakos and Black Claw Nest equipment: rates - Pastebin.com) -As long as it doesn't force us to farm 20mins more for each enchant I'm fine with it.
Remove +21 - +30 enchanting- Well to be fair no one would reach them so I don't see the point in keeping them except being carrots on a stick.
Smoother scaling
1 - 40 lvl and non-dungeon weapons can only be enchanted to +10 -Why not ? Even low level PvPers (49) use a dungeon weapon I guess
Remove enchant/soulcraft runestones -I'm pretty sure those are the only things that would be worth a donation
Remove milestones -You mean the +100% success rate every 5 enchants ?
Increase amount of dust for enchanting -Uh, that's gonna be an issue starting from the zauharant which is the most important weapon

Add new materials in 40+ level dungeons for enchanting weapon (Magma, Kundara, Black Claw Nest) -Why not add already dropped mats to the enchant table?
Add exchanger for dungeon materials (50 regular -> 1 rare, 10 rare -> 1 rarest) -Agreed, I don't wanna farm on mobs for hours just to upgrade a weap.
Increase amount of materials for craft dungeon sets -Please don't, we already have to grind to upgrade them or if you do, just a little since it's x7.
100% drop rate of regular materials from bosses at any level (scaling with group members if it possible) -Sounds like a rage-fest over who gets them

Remove Soul Craft Randomizers
Add menu to select soulcraft option -Like you're ordering food ? That's just weird to me, maybe being able to keep one or two options depending on how much you pay.
Remove dependence of maximum enchantment on soulcrafting
Add more ways to farm souls/dust (souls from dungeon mobs, dust from field/mission mobs?) -The thing is, dust ALREADY drops from field and mission mobs, that's just how much dust we use during enchanting. If you didn't notice this please re-think about your previous idea of increasing the amount for enchanting.
