Sky Island War Speculator and territory war transport officer?

Hi guys, just wondering is this only me, or everyone else to, OR is this only happen to those bottom of those sky Island map. When i go to those island territory war the War Speculator mod don't spawn and also where the Territory war transport Officer some are missing in those map when I check them? Again this could also happen because I could be in different region from the server or is this suppose to happen?

Already a thread for this , they're gonna look into it but they'll most likely have to implant the npcs themselves so might take a while .

so it the upper sky island working and have war speculator mod?
